Highly Effective Standards Review Process (HESRP) Reviewer – part time, contract position

Location: remote/will need to travel

National CASA/GAL Association fulfills society’s most fundamental obligation by making sure a qualified, compassionate adult will fight for and protect an abused or neglected child’s best interests. The mission of National CASA, together with its state and local members, is to support and promote court-appointed volunteer advocacy so that every abused or neglected child can be safe, establish permanence and have the opportunity to thrive. But today, only 45% of the children in the system have access to a CASA volunteer. The National CASA organization is committed to ensuring 100% of the children in the system have access to a CASA volunteer.

SUMMARY
The National CASA/GAL Association believes a commitment to quality is a commitment to the children we serve. Among our highest priorities is maintaining a national quality assurance process to encourage, direct and assist our member programs in achieving their greatest potential and delivering high quality best interest advocacy on behalf of children who have experienced abuse or neglect.

The National CASAGAL Association’s Quality Assurance (QA) process is focused on developing all levels of our network (national, state and local) to be highly effective. The Highly Effective Standards Review Process (HESRP) is based upon standards set for the respective member programs and organizations against which the members are reviewed to assess their level of adherence to the standards and any associated required elements and/or documentation.

The reviews specifically for state organizations include a document review and analysis; an analysis of data and surveys; an on-site visit with the state organization; a board/governance meeting observation; and interviews with board members, external stakeholders and staff from the local program network. The National CASA/GAL Association is seeking contractors to complete document reviews, conduct onsite visits to state organizations to interview the state director and staff, and to conduct virtual interviews with various state organization key audiences. The contractor’s efforts will result in a completed report with fully supported recommendations to the National CASA/GAL Association detailing all aspects of the activity conducted as it relates to each state organization reviewed against the Standards for State CASA/GAL Organizations.

TASK DESCRIPTION
For Document Reviews the Reviewer:

  • Reads the Standards for State CASA/GAL Organizations to become familiar with the Required Documentation sections for the standards noted throughout and summarized in the State HESRP Checklist.
  • Reviews the applicable documentation provided for the state organization as uploaded in the state’s specific Microsoft (MS) Teams folder to which the National CASA/GAL Association will give the Reviewer access. The scope of the document review will be to determine if the documents meet the requirements as noted in the standards and further detailed in Document Content Review Sheets (tools detailing the required elements/contents of each document to guide a comprehensive review).
  • Records any discrepancies and the overall quality of the documentation to include noting any missing requirements and providing recommendations for improvement of the documents based upon elements in the standards and Document Content Review Sheets. Note, documents will vary in length. Some documents may be a single page, while others may be several pages and longer. This task will likely require the majority of the review time, depending on the complexity and length of the documents.
  • Responds to the National CASA/GAL Association with the required reporting for the document review by the completion deadline(s), generally within two (2) weeks of access to MS Teams folder granted, and communicating with identified staff persons as necessary as questions arise.
  • Recommends to the National CASA/GAL Association any documentation reviewed from a state for consideration as a best practice or sample to share with the CASA/GAL network.
  • Retains confidentiality of contents of documentation reviewed and for which states they are reviewed in all instances even for those documents being recommends as best practice samples. Note, in its reports to the state organization, the National CASA/GAL Association may identify the name of the Reviewer and his/her respective roles played on the overall HESRP review team for the state.

For Onsite Reviews the Reviewer:

  • Reads and becomes familiar with the Standards for State CASA/GAL Organizations and the state continuum
  • Travels* to the onsite review location identified by the state organization for a 1.5-2 day onsite review period during which time he/she:
    • Takes a tour of the office location to observe operations as applicable and facility effects
    • Conducts an introductory meeting with and subsequently interviews** the state director on the various elements related to the Standards for State CASA/GAL Organizations; the National CASA/GAL Association will provide the reviewer with a guidebook of interview questions to ask the state director
    • Interviews* state organization staff persons either individually or in a group depending upon the targeted list of questions being asked and/or the time available for the interviews

*Travel expenses to include transportation, lodging (if applicable) and per diem will be arranged and covered by the National CASA/GAL Association)

  • Records notes from the interview and uses them to complete the reporting document to assess if the information gathered from the interviews substantiate the standards requirements
  • Provides the National CASA/GAL Association with the report document to include details to support the determined review levels by the completion deadline(s), generally within two (2) weeks of the latter of the onsite review dates or date of the final interview conducted by the Reviewer.

**Interviews are conducted using a Zoom instant meeting to be recorded and transcribed for complete and accurate note-taking purposes

For Stakeholder Virtual Interviews the Reviewer:

  • Reads and becomes familiar with the Standards for State CASA/GAL Organizations and the state continuum
  • Conducts interviews*** of various persons from key audiences affiliated with the state organization to validate documentation and practices related to the Standards for State CASA/GAL Organizations; the National CASA/GAL Association will provide the Reviewer with specific list of interview questions for each respective target audience. Virtual interviews are conducted using audio (without video), are typically with one or two persons as opposed to groups and are no more than 60 minutes in length.
  • Records notes from the interviews* and uses them to complete the reporting document to assess if the information gathered from the interviews substantiate the standards requirements
  • Provides the National CASA/GAL Association with the report document to include details to support the determined review levels by the completion deadline(s), generally within two (2) weeks of the latter of the onsite review dates or date of the final interview conducted by the Reviewer.

***Interviews are conducted using a prescheduled Zoom meeting logged into by the Reviewer and interviewee to be recorded and transcribed for complete and accurate note-taking purposes

SKILLS AND QUALIFICATIONS

  • Knowledge and understanding of the CASA/GAL mission and program operation
  • Commitment to quality, cultural diversity, and to the children served by CASA/GAL
  • Experience with a contractual review process, such as, but not limited to, reviewing quality assurance materials or grant applications
  • Detail orientation in a multi-task environment
  • Knowledge of data collection methods and experience with technology to include meeting software and Microsoft Office.
  • Experience with non-profit and publicly-administered program operations

TRAINING REQUIRED
Reviewers will be required to participate in training provided by National CASA/GAL Association staff typically via webinar/conference call, to cover the overall HESRP, specific details of the Standards for State CASA/GAL Organizations, the related Reviewer Roles and expectations of the Reviewer.

TIME REQUIRED
The estimated time requirement per review is 64 hours per state review assuming the Reviewer performs all three noted roles (i.e. the Document Review, the Onsite Review and Target Audience Interviews for the state). Reviewers must commit to completing and submitting the preliminary report with detailed support for decisions and recommendations to the National CASA/GAL Association within two weeks of the Reviewer’s final review activity for the respective state(s). The National CASA/GAL Association will take into consideration any schedule conflicts during which the two week turnaround is not reasonable, provided that notice of such is given to the National CASA/GAL Association and approved in advance.
